It counts as one subcontractor seat — you're never charged twice for the same vendor. What does scale with multi-project activity is compliance events: each time a compliance check runs for that subcontractor on a project, it consumes one event. Every plan includes 3× the number of compliance events as subcontractor seats, so a 10-seat plan covers 30 compliance events per cycle. If you exceed that, overage rates apply per event.
